EU citizens and their qualifying family members benefit from a residence framework that differs from the general immigration rules for non-EU nationals.
EU citizens staying in Portugal for more than three months must complete the applicable registration procedure. Non-EU family members generally require a residence card and supporting evidence of their relationship with the EU citizen.
After five years of continuous legal residence, EU citizens and qualifying family members may acquire permanent residence, subject to the applicable conditions.
Since 1 July 2026, applications for permanent residence certificates and cards have been available through AIMA’s Renewal Portal. A subsequent portal update removed the requirement to enter NIF and NISS for these applications. This change does not remove tax or social security obligations that may apply separately.
